Old About Us

The Palatka Housing Authority (PHA) is more than housing—we’re building pathways to stability, opportunity, and generational wealth. Serving families across Palatka, Crescent City, East Palatka, Interlachen, Pomona Park, San Mateo, Satsuma, and Welaka, we provide quality housing and programs that empower residents to thrive.

Through our Public Housing and Housing Choice Voucher Programs, we currently manage 422 public housing units and administer over 400 vouchers—but our work extends far beyond bricks and mortar. We are re-imagining housing as a launchpad for community building, financial resilience, and long-term success.

Focus

We believe that everyone deserves more than just a roof over their head—they deserve a foundation for growth. Since our founding over 50 years ago, we’ve worked to deliver more than housing—we deliver opportunity.

Our Mission

We are committed to providing safe, stable, and affordable housing to families, seniors, and individuals across Putnam County, Florida. But we go further—leveraging housing as a core building block for creating wealth, stability, and long-term success.

Through programs that support education, employment, entrepreneurship, and homeownership, we help residents move beyond survival toward sustainability and independence.

Our Vision

We envision a future where every resident in Putnam County has access to a high-quality home and a pathway to build wealth and self-determination. From revitalizing neighborhoods to empowering residents, we’re actively reimagining what a housing authority can be.

We are not just landlords—we are builders, mentors, investors, and neighbors committed to transforming lives and strengthening the city we love. We understand the need to be accountable, so we are working hard to be transparent about our actions, outcomes, and processes.

Community Impact

Everything we build, every service we provide, and every partnership we form is driven by our goal to ensure that Palatka grows with pride and purpose. We work hand-in-hand with residents, nonprofits, businesses, and government agencies to expand housing access, support self-sufficiency, and create inclusive economic opportunities.

Our Leadership

PHA’s vision is guided by forward-thinking leadership committed to transforming what a housing authority can be. Under the direction of our President & CEO, Casey “Oche” Bridgeford, we are pursuing bold strategies that connect residents to wealth-building opportunities, innovative partnerships, and community revitalization efforts.
