The Cycle

We map the recurring work PHA buys: Landscaping, Unit Turns, Cleaning, Painting. We start residents as paid helpers. We grow them into Crew Leads and Licensed Vendors. Roles: Grounds, Housekeeping, Events, Admin, Outreach. Standard: Real pay, real supervision, real expectations. Goal: Use on-the-job performance to identify leaders for RIVER.
