Every year, we spend millions on services: landscaping, cleaning, maintenance, and admin. Almost none of that money is earned by the people who live here.

The Contracts

We map the recurring work PHA buys: Landscaping, Unit Turns, Cleaning, Painting.
We start residents as paid helpers. We grow them into Crew Leads and Licensed Vendors.
Verdict: In the old system, residents are the labor on somebody else’s invoice. In Breadwinner$, residents become the name on the invoice. Breadwinners Program

Roles: Grounds, Housekeeping, Events, Admin, Outreach.
Standard: Real pay, real supervision, real expectations.
Goal: Use on-the-job performance to identify leaders for RIVER.

  • Focus on OJT (On-the-Job Training).
  • No dead ends. We only build pipelines to jobs that exist.
