A Legacy of Innovation Established May 9, 2019, the Palatka Housing Development & Management Corporation (PHDMC) serves as the strategic development arm of the local housing landscape. While we honor traditional housing management, PHDMC was founded to push boundaries—transforming how we create, manage, and sustain affordable housing for the next generation.
PHDMC is guided by a five-member Board of Directors whose collective expertise provides the strategic oversight and vision required to lead complex redevelopment and wealth-building initiatives.

Housing Redevelopment: We are aggressively revitalizing underutilized properties, turning blighted spaces into modern, high-quality residential units. Our goal is to enhance the aesthetic and economic fabric of neighborhoods throughout Palatka.
Wealth Building & The R.I.V.E.R. Program: We believe housing should be an asset, not just a expense. Through the Resident Invest Vehicle for Economic Resilience (R.I.V.E.R.) Program, we facilitate a five-year pathway that transitions residents from renters to property owners, creating a new generation of neighborhood stakeholders.
Regional Expansion: Our mission extends across Putnam County. We are actively producing new housing opportunities beyond city limits, ensuring that innovative development and stable housing are accessible to families throughout the entire region.
